 ANS standardizes electronic administrative process

The National Supplementary Health Agency (ANS) published Normative Resolution (RN) No. 464, which regulates the procedures for the operation of the electronic administrative process within the scope of the regulator. The measure, which is a component of the ANS Digital project, guarantees legitimacy to the implementation of digital services and provides legal certainty to the parties involved, that is, health plan operators, service providers, beneficiaries, suppliers and other users who interact with ANS . the utilization of electronic means in administrative processes also promotes speed, economy of resources, increases security and ensures greater transparency within the procedural process.


The RN was published within the Federal Gazette on 12/31/2020 and can enter into force in 90 days from that date. Thereafter, the electronic administrative process will become mandatory within the scope of the regulator, and therefore the opening of latest paper processes is not any longer permitted.


“The measure changes the way during which interested parties access ANS services. the wants are now made exclusively through electronic protocol, also as ANS subpoenas and communications to users. With this, the Agency advances even more in its digital transformation that has been implemented by the federal public administration bodies ”, explains the substitute Director of Management, Bruno Rodrigues.


“The digital transformation aims to require full advantage of the technologies' potential to enhance the citizen's journey in interacting with ANS. This regulation is a crucial a part of this process, which can make it possible to scale back costs, increase agility, transparency and more efficiency. We are thus evolving towards an easier and more intelligent ANS ”, completes the director.


In addition to disciplining interaction by electronic means, the regulation also provides new features, like public research, which allows users and therefore the entire society to consult processes with A level of public access, which can happen directly through the ANS portal on the internet; and includes the likelihood for the user to settle on to carry meetings with a videoconference system.


To this end, RN details the amount of access to processes and documents within the electronic administrative process system, supported the classification of the knowledge contained therein. The system allows the subsequent sorts of classification and access:


- Public: signed processes and documents available for viewing by all citizens;

- Restricted: processes and documents available for viewing by registered external users and with full or partial access to the method and internal users of the units through which the method is processed;

- Confidential: limited access only to internal ANS users, that is, only to ANS servers and employees.


It is important to notice that, to make sure the security and protection of the knowledge of all users, the processes classified as restricted could also be made available by the regulator units only to the respective interested parties, who must be previously registered as an external user.


Use and services


The entire public will relate to ANS through electronic means. there's just one difference within the sort of access: health plan operators must send and receive documents from the Operator Portal (click here), while suppliers, health service providers and individuals will access through SEI - External User Access (Click here).


Health plan operators who have already got a registration on the Operator Portal don't got to register again. For the utilization of SEI (External User Access), it's mandatory to perform an external user registration, which must occur now and within a maximum period of up to 90 days from the date of publication of the Resolution. RN's other provisions will inherit force on 03/31/2021.


With the system, the user will file documents, monitor the processes during which to petition or to which he has access, receive transmission regarding procedural acts or to present complementary information or documents and sign contracts, agreements, terms, agreements and other instruments counterparts celebrated with ANS.


The new Normative Resolution implies the revocation of devices of RNs nº 358, 388 and 408 (see details below) and therefore the revocation of RN nº 411/2016 and INs nº 52/2016 (DIOPE), nº 52/2017 (DIPRO) , nº 15/2017 (DIFIS), nº 65/2017 (DIDES) and nº 3/2017 of the Collegiate Board of ANS.
